The Law is expected to the debated and adopted by the Croatian Sabor (the parliament) in the second quarter of 2007. The Kyoto Protokol will enter into force 90 days from the day the ratification documentation is submitted to the Protocol Depositary, the UN Secretary General.

Croatia ratified UNFCCC in 1996, with a decision on ratification adopted by the Sabor, as an Annex I Party.

According to UNFCCC, Annex I Parties (40 developed and transition countries) are obligated to maintain the green-house gasses emissions at the 1990 levels (the base year) by the end of 2000. They also have greater obligations regarding measures for reduction of green-house gasses emissions, as well as reporting on implementation of measures and annual reporting.

Croatia signed the Protocol on March 11 1999. The Protocols were adopted in 1997, and entered into force on February 16, 2005. (Visit Alert Online for more extensive article on this topic, in Croatian).
