EU and Croatia Signed Joint Inclusion Memorandum

The Republic of Croatia and EU signed yesterday, March 5, 2007, the Joint Inclusion Memorandum (JIM). The JIM defines the strengths and weaknesses of social policies designed to fight poverty, as well as challenges and priorities of future social policies.

The document covers integration of excluded groups and national minorities into the labour markets, improved professional education and life-long learning, decentralization of social services, social housing, measures against poverty of senior citizens and modernization of social welfare.

According to HINA news agency, Vladimir Spidla, European Commissioner for Employment and Social Policies, who visited Croatia on this occasion, said that the preparation of the JIM was complete and efficient and that it included series of discussions with social partners and civil society organizations.

Memorandums similar in content were signed by all candidate countries that joined EU in 2004 and 2007.
