Temporary Return of Qualified Nationals Project

The International Organization for Migration started the Temporary Return of Qualified Nationals –TRQN Project, aimed to contribute to reconstruction and development efforts in Afghanistan, B&H, Kosovo, Serbia, Montenegro, Sierra Leone and Sudan.
The project focuses on transfer of knowledge and experience of interested candidates who are motivated to contribute to the development of their respective countries of origin. It includes temporary placement of experts (Dutch nationals or holders of residence permits), who originate from the countries listed above and have completed at least university degree. The project, currently in its pilot-stage, shall be completed by April 2008, also aims to involve the public and private sector employers, as well as the non-governmental organizations in the said countries. The participation in the TRQN project is voluntary, both for candidates and employers. IOM offers logistic and financial assistance to the experts it provides (their travel costs, accommodation and salaries are covered). The interested businesses and NGOs shall bear no costs for the engagement of an expert to work with them or conduct training. Furthermore, the taxation exemption agreement between Serbia and the Netherlands relieves the organizations and business in Serbia from the obligation to pay taxes and social benefits for the candidate they receive.
