B&H to Start Negotiations on Stabilization and Association

The European Commission recommended the European Council to start the negotiations on the signing of Stabilization and Association Agreement with Bosnia and Herzegovina (SAA), and presented the draft-Negotiation Directive that needs to be passed by the European Council.
The SAA is the first important step in the process of European integrations for the countries of the Western Balkans. The Recommendation issued by the European Commission is a recognition of the B&H Progress in the reforms listed in the Feasibility Study, published in November 2003. The Study concluded that B&H should achieve significant progress in 16 priority areas, in order to be eligible for the start of negotiations on the SAA. The EC emphasizes that B&H needs to continue to improve the cooperation with the ICTY; adopt the Law on the Public Broadcasting Service; and secure the implementation of reforms of police forces. If progress is not registered, the negotiations may be suspended or postponed. The proposed Negotiation Directives include the formal framework for the political dialogue with Bosnia and Herzegovina, on both bilateral and regional level. |
