The signing ceremony of the Memorandum of Understanding

Head of the European Commission Delegation to Bosnia and Herzegovina, Ambassador Michael Humphreys, Head of the BiH Civil Service Agency, Mr Jakob Finci, and UNDP Resident Representative, Mr Jens Toyberg-Frandzen today signed a Memorandum of Understanding for joint support to a training programme for civil servants in the state and entity administrations.
According to Memorandum, EU will provide 1 million Euro for this training scheme while the UNDP which will implement the project will contribute 50,000 euro and services of one project manager before the start of the project.
As a result, the civil servants will receive up to 2.000 courses on topics such as Human Resource Management, legislative drafting, regulatory impact assessment, administrative procedures, strategic planning and preparation of annual work programmes, specialised IT and other important functions common to all public services.
"We hope over the next two and half years all 700 courses and licences will be delivered so that the civil servants are strenghtened as much as possible in this aspect of their everyday work", said Ambassador Humphreys. Thanking to EC and UNDP, Mr. Finci added that, "although BiH has a public administration for over 120 years, there is always need and room for improvement". "Politicians come and go, but what is important are the state officials and the values they adopted", said UNDP Resident Representative, Mr. Toyberg-Frandzen also.
This cooperation is part of the wider UNDP and EU support to strengthen the BiH civil service through development and training of civil servants, based on priorities identified by the Civil Service Agency and the EU Functional Reviews of the public administration. Good and efficient public administration is vital not only for smooth functioning the government and delivery of essential public services, it is also fundamental in the process of EU integration and wider development of Bosnia and Herzegovina.
