MANS welcomes new draft of the Law on conflict of interest

MANS expressed their support to the proposal of new the Law on Preventing Conflict of Interests that, according to them, represents significant improvement to the existing legislation. MANS believes that its implementation will finally bring real results in eliminating conflict of interest and ongoing campaign against the corruption.

The Parliamentary Working Group, whose work has been successfully obstructed through lack of quorum in the past, finally succeeded in producing a legal text that treats conflict of interest of public officials in a much improved way. MANS believes that the merits are due to the president of the Working Group, Krsto Pavicevic, who managed to secure that this body would function and justify its existence.

The draft-Law, inter alia, defines the incompatibility of national and local functions which limits great discretional decision-power of public officials that represent extremely suitable ground for the corruption. In addition, one of very important novelties is new organizational structure of the Commission for preventing conflict of interests that according to the Law will no longer be political body which would enable its members to get free of outer pressure and the Commission itself to finally start doing its job.

MANS expects that during the debate on the text of the Draft, the Montenegrin MPs will demonstrate the adequate levels of political responsibility and that they won't allow its text to be ruined as it happened with current Law on conflict of interest. In case that the proposal of Law keeps its present quality with some adequate implementation it can represent one of the key instruments in campaign against corruption at all governing levels in Montenegro.

MANS is currently involved in the preparation of a new project related to the issues of conflict of interest, focused on areas covered by the Draft-Law on conflict of interest. MANS will inform the public in Montenegro on this project that will start in September in a timely fashion.
