Revival of Albanian-German Agreements

On Friday, July 22, the Ministry of Labour and Social Policy signed a cooperation agreement with the German Ministry of Labour in Berlin. Minister Engjel Bejtja, signed the agreement on the behalf of Albania and the State Secretary Rudolf Anziger signed it on behalf of German Government. This memorandum is of great political significance as it paves the way to more concrete meetings on expert level.
After the signing, the signatories said for Deutsche Welle that, “this memorandum comes after two years of wanderings among both ministries” The agreement “reflects the positive spirit towards the establishment of a new way of cooperation, whose basis will be exchange of information and experience”, said Minister Bejtja. The past approaches were mainly focused on reactivation of bilateral agreements signed after the political changes of the early 90’s. One of these agreements focused on the exchange of the work force in order to increase the linguistic and professional qualifications harmonization between Germany and Albania. This agreement foresaw the exchange of about 1,000 workers annually, regardless of the existing situation on the labour markets in the two countries. According to Bejtaj, the agreement did not function properly since 1995. “Based on this memorandum, in the future, we will discuss either for signing the agreements or for reviewing them in order to make them comply with the nowadays reality”, he added in his statement for the media. Since then, it is not only the German job’s market that has changed under the pressure of 5 million unemployed, but also the demands of Albania are not the same. “We do not need to employ 100, 200 or 500 people per year, but we need to reform the entire system, including employment policies, job security, etc”, declared the Minister of the Work of Albania. |
