Mayor Mugosa Finally Gets It

The Network for Affirmation of Non-Governmental Sector MANS supported last Friday, July 16, the intention of Podgorica Municipality to provide alternative accommodation for the citizens whose houses can’t be legalized under the urban plan.

“The announcement by Mayor Mugosa, that the local self-government will, after all, pay attention to the social aspects of the problem of illegal construction and development, is an important step forward”, says MANS.

MANS is satisfied that the Mayor has finally accepted the fact that the previous approach to the problem of illegal construction was less than adequate.

“We have warned Mugosa that he was in a grave violation of the basic human rights all the time, but it took him months to finally accept the international standards”, claims MANS.

MANS believes that the funds collected by the Municipality as compensation for the development of construction sites by the big developers could and should be used to cover the social problems.

MANS repeats that there are privileged parties in the process of legalization, illustrated by the decision to charge the communal fees not on the investor, but on the entrepreneurs that bought office and commercial space in some of the illegally built buildings in Podgorica.

MANS believes that there is only one correct address for the communal charges and fees, which would be the construction developers, but also the Ministry of Spatial Planning, which failed to collect all fees when issuing construction permits.

“Once the communal charges are collected, the Municipality can use the funds to solve the social problems of the citizens that lost their houses”, says the MANS public release.
