MOST: Electoral Process Mostly Fair and Democratic
According to MOST, the second round of the 2005 Local Elections, together with the repeat of the first round balloting for several municipalities, proceeded in accordance to the international standards and the Code of Conduct for Fair and Free Elections.
Those stations that had no stationed monitors were visited by the MOST mobile teams. MOST observers also followed the distribution of election materials and the entry of results into tables by the Municipal Election Commissions. In the greatest number of municipalities the balloting proceeded in a fair, peaceful and democratic fashion, but there were also municipalities with registered violations and irregularities of the electoral process, reported by the organization in its ballot-day press conferences. MOST emphasizes that, in spite of warnings and pressure they received on the ballot day, it will continue its mission to create an atmosphere of fair and democratic elections and will continue to bring out in public all irregularities and generators of non-democratic electoral processes. |
