Serbia and Montenegro provide a very favourable environment for the so-called high corruption which is used, according to the Study prepared by the World Bank and the European Bank for Reconstruction and Development (EBRD), to measure the level of bribes taken by the judges, parliamentary representatives, government ministers and other holders of office, in order to adopt bad decisions, laws and regulations.

The international factors and the Kosovo institutions still have not managed to persuade Serbs to participate in the Elections of 23rd October. The OSCE Mission in Kosovo, which has left open the possibility to the Serbs to be pronounced until 1st October, still has not got any positive signals whether members of this community will participate in the Assembly Elections. This was confirmed also by the OSCE HoM Pascal Fieschi following his meeting with the Kosovo Assembly speaker Nexhat Daci. Nevertheless, Ambassador Fieschi expressed the hope that the Serbs will respond positively to the appeals for participation in the Elections.

Macedonia is only partly free country, which has some upward trends with the small advancements in the implementation of the Ohrid Agreement, including the legalization of the Tetovo University and the disbanding of an extremist paramilitary group. Such is the conclusion of Freedom House's report.

The Friends of Tara River Society from Zabljak started the implementation of its "Tara-Wealth and Obligations" Project. According to Suzana Bulatovic, the Project Coordinator, the project's goal is to improve the knowledge among the local population about the pollution of Tara River with nutrients, which is caused by abundant use of chemical fertilizers in agriculture, as well as by urban waste-water of the Kolasin and Mojkovac municipalities.

According to the public opinion poll, conducted in August on a sample of 858 young people in six cities in B&H (Banja Luka, Bihac, Mostar, Sarajevo, Zenica and Zvornik), 60% of the polled believes that there should be more young candidates on the election lists, informs the Youth Information Agency (orriginal acronym is OIA).

A meeting on experts' level will take place in Vienna Tuesday, which will gather Kosovo, UNMIK and Belgrade representatives. Talking about this meeting, UNMIK spokesperson Mechthild Henneke told foreign media that the Vienna meeting is organised by the Contact Group members while the U.S. Government will host the meeting.

The students at the Banja Luka University will organize a protest rally in front of the University Campus in Banja Luka, to express their anger over the increased tuition fees. The protest will start at noon. After they gather at the Campus, the students will take a protest walk through the centre of the city.
