Three new projects financed by the Living Heritage programme are expected to be implemented by the end of 2004. The Living Heritage Programme is supported by the Opens Society Institute – Macedonia Foundation (FOSIM), in cooperation with the King Bouduin Foundation from Belgium.

Three internationals, including a Kosovar female, were abducted by armed persons in Kabul, Afghanistan, news agencies reported. It is believed that the abductees come from Kosovo, Ireland and Philippines.

The US Government, through its Agency for International Development (USAID), and in cooperation with the Alfred Lerner Business and Economy College of the University of Delaware and the Faculty of Economy in Sarajevo, started the Sarajevo Graduate School of Business (SGSB). The School was officially opened yesterday in Sarajevo.

Based on the analyses made to all the reports on riots before and after March 17, and on the analyses made on the public field, many problems were identified; they deal with UNMIK, PISG, media, and general level in Kosovo. This research includes recommendations of the organization researchers on what should actually be changed in the decision-making factors in Kosovo, namely UNMIK and the local institutions.

For the first time in the history of the organization, high UN representatives celebrated October 24, the United Nations Day in Podgorica. Miodrag Vlahovic, Minister of Foreign Affairs, said to the press that it was “nice to see the Montenegro and UN flags together”.

The Civic Association MOST, under its referendum monitoring activities, concludes that there are possibilities for serious violations of procedure in the forthcoming referendum. The conclusions were reached based on the reports of activists and regional offices of the association, and were voiced with the goal to provide fair and democratic balloting process for all citizens of Macedonia.

The Network for Affirmation of Non-Governmental Sector (MANS) submitted the Civic Initiative for Suspension of all Activities for demolition of illegally constructed objects to the Municipality of Podgorica. The activities should be suspended until the new Law on Urban and Spatial Planning in adopted, together with the appropriate by-laws and act that will further regulate and define the procedures for illegal construction and development on the whole territory of Montenegro.
